There's no faction requirement but there is a minimum level requirement of 35.
Well done getting all the rods at 24 though! I completed mine yesterday - was bricking it travelling through LGuk. I also didn't have enduring breath so had to edge my way through the Lake Rathe underwater tunnel by binding underwater in the tunnels, porting out to breathe when needed and gating back to my last position. How wrong that could have gone!
