I found a decent necro forums post explaining the differences between what NPCs would cast before and after the NPC spellbook buff change. References mobs in Akheva.

I have spent my last 3 lvls and 2 aa there and they very very rarely cast IB. I never saw then cast tash ever. It was basically like this
Necro - Screaming Terror, Infectoius cloud and once in a blue moon dooming darkness and scourge
Enchanter - slow, charm
Wiz - gravity flux and a lighting strike
Now (most have Diamond Skin & Arch Shielding up):
Necro - IB, Ignite bones,
Enchanter - Tashania, Discordant Mind, Shiftless Deeds
Wiz - BoF, AoE-Force Spiral of Al'Kabor, Conflaguration, Force Strike
Needless to say I stop going there this weekend after scrapping my corpse off the wall twice from the wizzie mobs....

Dungeons like Dalnir, which are caster-heavy, were balanced around NPC casters with shitty spellbooks. So these dungeons are super hard now compared to how it was in classic.
