It's hard to fathom someone could expect the rate of capture to 100% on the border wall. Simple minds wouldn't understand it's about deterrence. We are discouraging people from crossing the border illegally and climbing a wall, doesn't mean a small portion will still try. Another percentage will look at the wall and not have a ladder and turn around. Unless you want to argue that 100% of the people before are still attempting to climb the wall?
