The problem isn't the petitions themselves. It is the results of petitions that are the problem.Dating back all the way to Kunark when a guild lost a mob they would instantly pull up fraps to try to find 1 thing they could petition instead of just working with the guild they were competing against.

They did this because the result of landing a petition was more rewarding to their guild and more detrimental to their competition than working with them to fix problems. When you gain more from petitioning your competition than you do by working with them then petitions become the norm. On top of that when you get a guild suspended for minor mistakes (in most cases) made by new players that causes hurt feelings and anger towards each side to get worse.

You can't say "Figure it out and work together like adults" when the system has rewarded guilds who petition each other for years now way better than ever taking the time to work together.
