I just ran into this also, and cannot go over 100 in Bind Wound (level 32 SK). In doing some research, I think this limit is correct until you get to 51 (even for Warriors)...

Here ya go Warriors -- Bind wound can get to 100 in skill until lvl 51, my skill cap lifted and I'm currently 191 at lvl 54. It's VERY useful, warriors get nothing in the spell category, so bandages are all we have pretty much. At 201 skill, you can heal your target up to 70% of their total hp. With 191 skill, I usually heal 40-50 hps per bandage, bought from a normal vendor.
