If this were useable/proc'able at twink levels, I could possibly see the new price point.
At 55+, most of the people with 100k+ to blow have already spent a minimal amount of DKP on any one of the other better velious no-drops listed in this thread.
Proc is cool but already got on Bloodfire for warriors.
Meh item is meh.
