Several posts from the older websites indicate that Fright granted players a full stack of Issued Water, either upon taking direct (melee) damage from the named golem or upon its death (likely the former based on a few comments).

In the screenshot below, the player's cursor remains empty (hovering over spellbar) after a few rounds of attack, hits and misses, indicating that it was either a chance to proc in combat or a proc upon death as some accounts suggested. But being hit did not always result in the player having a stack of issued water on their cursor. This is assuming it wasn't at one point removed due to complaints. No other details at this point.
