Changing from Full Screen to Windowed and visa versa doesn't cause it but it does fix it.
I used to get screen freeze everytime consent.exe prompts a UAC dialog. For the UAC issue if your like me and have UAC enabled, go into the registry and find the SecureDesktop option/value and just edit it to an off state.

Interesting I was not fully aware this could be separately disabled from UAC...
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Policies\System -> PromptOnSecureDesktop set to 0
Do so are your own risk...
Another option is if you need to run something that has an UAC prompt to start you can start it as a Task. This is elevated and bypasses the UAC all together. (Task Scheduler) There are also other ways to create tasks.
