Extreme high-end soloing is not normal play for a Shaman in EQ. Shaman don't need gear, and as bomaroast said they're still 90% effective without it for any norma play. Sure having top-end gear matters for the solo artist challenge, but that isn't normal play.

The gear is even more useful during leveling. Having the cash for fungi/haste/epic/jbb makes leveling ridiculously easy.
I will say this though.
Shaman naked without high end spells is still close to top of the chain on p99. Shaman with good gear and high end spells is god mode compared to other classes except maybe Chanter.
