From what I have seen for the northern section of the zone, there are two dry bone skeletons - one paths straight north and one paths northwest. Killing these two does not always spawn the sand giants since the northwest one seems to be on an extended timer to respawn while the north bound one seems to have a spider in the mix.
One other possibility is to wait near the shore line near the border to North Ro and watch what stops on top of the last sand hill before zoning north. It is the placeholder for the giant, with a good chance of spawning Cazel too.
