Dunno about this but I do remember reading that many quests were never fully implemented in original era. Kraddok found a hidden area by the Dark Elf camp near Mistmoore. You can see the entrance through the zone wall.
(makes me wonder if opal darkbriar who appears in different places is really a shadowman in disguise.)
But as far as playable aviaks birdmen, the enchanter in freeport that is below the guild. Figured it was an illusion we would get at some point.
*Note: Also would like to point out that Veeshan herself would never be in game. Perhaps and Avatar of Veeshan but not her. Recall the games original intro movie.. Veeshan is as big as Norrath itself. Her claw marks are the great divide and the wastes zones. An entire raid force could chip the tip of a claw perhaps..
