So I heard a rumor that his Spawn timer used to be much shorter, so I was on that bandwagon for a while.
Until I did a quick google search changing the accepted dates from Classic, to Velious.

It states that the spawn timers for VD and VT have always been the same.
It sucks that it is just that classic but it is what it is, I guess.

There is compelling evidence that the bjornstar site source is post classic. In addition, staff have accepted it's not classic as the VT timer was overturned. Baylan295 has catalogued this evidence in two organized posts. The other evidence that does exist does not indicate the spawn window being as long as it was. In fact, when first implemented on P99, VD's spawn was 2 hours static. It must have been a default EQEqmu value or maybe they just set it there because no one had brought forth any information as to what the spawn should have been. It was changed to 2-7 days along with VT (prior to recent revision to VT spawn time) because of the information from that site.
So it's a bit more complicated than what is being suggested here.
