They have been doing special stuff with those particular messages/quests, the entries on Alla are relatively new but I am honestly not sure if they were actually in game or not. Here's another one I saw a while ago:

Essentially, live has placed special NPCs in various Kunark zones offering supposedly forgotten quests from Ruins of Kunark.
Now what I find interesting is that the items dropped do seem to be on p99, at least for the one I saw...
