The crucial thing to note here is that you have a choice: boxing OR expansions beyond Velious. It is impossible to have both (the closest you'll find is TakP, with it's limit of "only" 3-boxing).
If anyone ever made a server that went past Velious and didn't allow boxing (and wasn't messed up in some other way, eg. the staff RMTs) it would get huge population growth almost overnight, as there is a clear pent-up demand for such a server.

The problem is it probably wouldn’t be that much bigger in pop than P99 which just isn’t sufficient pop for 4 expansions plus old world
