Multiple sources cite the mechanic existing. The safehouse guide was unedited after the first 6 hours for years.

Timeline:
September 19, 2000 Epics Introduced.

September 24, 2000 Kaylum of Safehouse posts the first completed Ragebringer.

There was an uproar about it. Quest was overhauled and made more difficult.
"Then I realized it was part of the Ragebringer nerf."

October 9th, 2000 Reports of the book being picked up by mobs almost instantly.

January 3rd, 2001 Safehouse publishes the collective research of the community, and it includes the warning that book of souls is being picked up by mobs almost instantly.
The guide is never updated after the first 6 hours of the day of its posting.

This isn't a few weeks or an issue affecting only clerics in hate. Clerics had a pickup message for items, so it was what was noticed. Even the poster suggested it wasn't just clerics. But the mobs were now picking up items including the book.

Context: The first rogue epic took about 4 days to get. Dubbed easy and nerfed multiple ways to increase difficulty. This was one of those ways.
