A contributor told me they are using Live values for faction on Velious mobs - so I'm assuming someone already gathered this data and used it during development.

Well, some of the npcs have correct values, and others do not. Unfortunately, by the time eqlive had included +/- faction visibility, Most of the Velious zones were complete in regards to npc faction.
We will continue to improve faction as we can.
