Gangstalkers are individuals that have been broken down, corrupted, and conditioned to respond to RF signals to perform various criminal tasks for an organized crime group. So for example the Yakuza wants to harass some poor dude. They activate the RF chip and some gangstalker activates and comes after them and makes their life miserable.
