He should proc both char and his 650 dmg AE. When i tested sonta on live the only spells that had a cast message were:

[Wed Dec 31 11:01:56 2014] Sontalak begins to cast a spell. <Annul Self>
No cast message:
[Wed Dec 31 11:02:12 2014] You resist the Molten Breath spell!
[Wed Dec 31 11:02:15 2014] You resist the Char spell! |
Sontalak was changed a bunch before Planes of Power.
He was toned down and made easier multiple times.
Theres a reason why hardly anyone killed him in the Velious era and it wasn't because of a Char proc.
