You can't say no to taxes..
then again, imagine all the help the will do for the students who can put a down payment on a new home, a new car(s), new clothes, eating out, gym memberships and other assorted quality of life improvements.
Everyone can use a helping hand, even if its technically at gun point.

IRS doesn't collect state income taxes, states do(or don't).
Federal just does stuff like withhold free school lunch program funding(or other fundings) if you don't comply with their curriculum standards.
