I remember when this quest was implemented on live, I was on the Veeshan server. The repop time of Melalafen was def shorter than 3 days. At least at first, because some players found out that Melelafen actually dropped an essence lence if you killed him and ppl were lining up in WW to kill him on respawn. It was a couple of hours, maybe 8 at the most. Long time ago.
This was hotpatched very quickly since it allowed you to bypass the entire point of handing in your key, I'd say within two days. It's possiblt the respawn time was changed that that point I guess.
