I believe that alot of the problems, especially in the inner city black community, but also elsewhere (like the Las Vegas shooter) is a breakdown in the family structure, due entirely to the government. The way the welfare system is right now that if a poor women gets pregnant she would be crazy to get married... she gets way more money staying single. But what happens when kids grow up without real father figures? Well, you are seeing it, and its only getting worse.
The US Congress is starting to look at welfare reform. Lets hope they get something meaningful done.
