This was during a quake right? I remember my buddy being at this turn in and he said you turned it in to Gloradin before the zone had fully repopped from the quake.

Yes during a quake, there is a delay on gloradin popping so the entire zone should have been fully re-popped. I have done turn ins on quakes before when she spawned and never had this issue before.
