Massive bottlenecks like earth staff, green scales and white scales (to name a few) only encourages high level teams and guilds to dumpster dive for cash - whether to bolster their in game coffers or, more sinisterly, to liquidate for actual cash via RMT.
If these items dropped 100% of the time the value would plummet. Every fear golem spawns brooding? Neat. The economy gets saturated. Vox/Gorenaire always drop a white scale? Excellent. Price drops and guilds will maybe stop killing them just to bolster guild coffers to finance item recharges.
