It is said that even though the off hand doesn’t benefit from damage bonus for damage purposes, it does benefit from damage bonus for aggro purposes.
Perhaps this is why infestation is suggested over frost bringer for offhand. It is faster so applies that damage bonus aggro more often.

Man, that is so weird. Looking at both agro charts I have (which I know are to bw taken with a grain of salt), I do see that Infestation in offhand is slightly better than Frostbringer in one of them. I'll have to give it a go! I really dislike the look of Frostbringer, and would love to be done with it
