Everyone is DPS. If your tank is killing the target faster, then you are taking less damage in the end. Weapon upgrade makes WAY more difference than an armor piece upgrade. Trying to upgrade all armor pieces costs far more money and leaves you with shitty DPS still, which is crippling in many situations.

A tank with decent gear is more sustainable. Higher HP? More efficency in complete healing.
