I think everything that would be needed to implement this is in the thread already. If there are any concerns LMK and I will get whatever is needed.
Evidence so far:
- Classic spdat file entry after implementation date confirming the change was active.
- two sources included patch notes confirming change and date as February 21st, 2001.
- recast time of 3 seconds continues for many years past the projects timeline.
