As far as I know, it shouldn't have the upgraded stats yet. The quest version was not obtainable until recently because Targin wasn't spawning until the most recent patch. So many monks have robes already because we killed the brothers to get them, and the existing robes are still the pre-upgrade version. If you were able to create an upgraded version, even temporarily, that sounds like the bug to me.
