This is definitely not working as intended. Everyone having instant complete heal is game breaking in PVE as well as PVP. This item is simply just too easy to get for how powerful it is when everyone can use it. Hopefully they fix it so everyone doesn't have to resort to trying to farm an item one person can block by killing a quest npc with an OOR.
