If you look at the details on the wiki page you'll see that there are indeed mobs in that level range, however they're grossly outnumbered by higher level mobs so you may be in for a rough ride.
Also kunark mobs have a lot more HP than old-world, but if you're wanting to explore then check out LOIO - it also has a high range like OT, but they're more separated into areas and less death squads meandering about.
