The 40% haste from seething fury is listed on the weapon so it will function correctly. What's leftover is what seething fury does, which is a worn effect with 40atk and 9ac. Ragebringer has 40% worn haste, which will then stack with spell haste like enchanter/shaman haste buff or bard haste song.
