There are two or three wandering skeleton spawns in the Combine City in Dreadlands, but on live there were many more. In the pyramid located at 1037, 9312 were eight plaguebone/scalebone type skeletons, located two per corner, and every minute or so they march clockwise to the next corner. I'm not sure if they are still there on live Daybreak servers, but they were definitely there in the Velious era. I know because I used to level there occasionally. It was a pretty great "Dad camp" for necros, druids, and wizards. I remember it giving me experience through level 52, though they were all high greens during level 52.
