This is the ideal pvp server. Obviously it would start in classic and progress like green, but with the players ultimately deciding (via pvp and pve ofc) when the server resets after Velious launch is the best idea ever had. Just imagine the delicious drama!
I still like the idea of level-locked progression through classic and possibly Kunark as well.
What do you mean when you say roleplay? I love rp but what do you mean specifically. It would be hilarious to have strict GM-enforced roleplay imo, but likely not feasible and most players would hate it.
