It's an amusement park, not a sandbox.
There are rides, and there are lines for the rides. There are vendors; you can buy an Orange Julius if it's hot. And of course like any amusement park, there is a bus of Chinese tourists who just bum rush whatever ride they want and take it over and leave a big mess.
