I was going through the mail quests to verify they have proper rules in place.

As far as I know, none of these npcs should spawn prior to May 1999.
Did I miss any? Did any of these npcs exist prior to the mail quest and should be left alone?

Any typically targeted quest NPCs that were added later on? Hermit from Rathe? Viability of guards in freeport, kelethin, felwithe?

Really, any researching and collaborative effort would help. I will probably create a thread where we can consolidate what may be lacking era rules. The system we use now wasn't implemented until Kunark development started, so undoubtedly something will be missed.
For example, I was recently going through the deity-specific/soltemple quests and ended up with several questions/notes to myself like this:
