All beta neutral NPCs in all zones will work.
Basically if you can take an Innoruuk worshiping dark elf necro there and a Tunare worshiping wood elf druid, then you can take your iksar there. This includes merchants at druid rings, aviak merchant, gypsy camps, the high elf at the BB docks, the troll outside of guk, etc. etc.
