Mage pets' ElementalAttack spells weren't added until May 1999, and the Earth elemental only had a DD stun like the air pet until October 1999 when it got changed to root.

However, if the decision by staff is to leave mage pets as they are then it should of course be consistent. Either they should all cast or none should.
