My main questions is about the eqclient.ini file. I already have a eqclient.ini file do I just replace the current file with the eqclient.ini that is posted in the instructions? If you have a working eqclient.ini you can use that.

and in the instructions when it says "extract files" from the downloaded files into your new p99 files. Do I just drag and drop or do I need to download a program to extract the p99 files to replace the old p99 files?

Dragging and dropping is fine to copy the files over. But don't drag and drop folders; the contents of the destination folder will be removed and replaced with what you dragged. P99 updates only include the new files, so you have to make sure those are updated without losing any of the existing files.
