North Korean envoy says nuclear talks with U.S. have broken down.
Working-level talks with the U.S. on denuclearization broke down after Washington arrived at the meetings “empty handed,” Kim Myong Gil, the top North Korean nuclear envoy, said in Stockholm, the South Korean Yonhap News Agency reported. North Korea tested a new, submarine-based ballistic missile on Wednesday, according to the official Korean News Agency, the longest-range weapon tested by Pyongyang since November 2017.
