Innkeep Linen not accepting bread nor muffin

https://wiki.project1999.com/Innkeep_Linen Innkeep Linen in Kelethin just takes your Muffin box and (and assuming your Fresh Bread) without any reward at amiable faction. This is following the pattern in GFay, with Anisyla and Larya also not having the quest. Gub in feerrot is having the same issue.
