I also had trouble with them giving the last response, and I think I know what the issue is.

You can't just go straight to Ruathey and say, "What bag?". When you give him the note, and talk to him, at some point he despawns and respawns, so fast you don't notice it, except that I lost him as a target. Had the same thing happen on the other NPCs. If you retarget him, and say the last prompt, he will give you his final response, and the reward.

The easiest way to see if the NPCs needed are in their true form is to hail them. If they say something along the lines of "Hello" and that's it, that's the one. The secondary versions won't respond at all.

Currently, the quest acts in a way that allows you to basically skip everything and say the final 'give item' phrase to each NPC.

In short

1. Quest NPCs initially only responds to Hail with a "Hello {name}" or "Hail {name}" and no other prompts.
2. You give the corresponding quest item.
3. NPC takes item, says first line of quest dialog then immediately despawns.
4. Triggered version spawns who will respond to the rest of the prompts.
5. Triggered NPC despawns when they give out their item.

I believe they have a longish spawn time as it seems it might have been a little difficult to find the NPCs, but I don't have much more than that. On live Kanthuk definitely stayed gone for longer than the 6:40 in butcher.

Missing dialogs

When hailed (before handing her the note), Ruathey should respond "Hello {name} .", currently on p99 she did not.

Taia Lyfol - Lake Rathe
Unknown if actually missing, I haven't made it out to Lake Rathe on p99 to check. Not a major player in the quest, but drops some lore.

- Taia in Lake Rathe tells you that Amstaf (I'm guessing this is who she means) was killed on one of his crusades. Is this supposed to be the end of the story? Or is there more (I couldn't get her to say any more).

- Taia also tells about the "nobleman who held a sword of immense power."

Walnan - Butcherblock
This one is more of just an idk? She's mentioned in the quest as being someone you might be able to talk to for help finding Ruathey. I wasn't able to find any triggers on Live, nor of any mentions of attempts to get any hints out of her back in the day. Just want to put it out there if anyone does have anything.
