My UI is Bugging Out Pretty Bad

So everything has been running smoothly for the last few days, but today when I get on my UI will turn to this in about 10 seconds.

It not only affects in game, a similar thing happens during character creation or choosing a character. It happens in both full screen and windowed mode (though it looks slightly different). I tried downloading new files for the patches and UI, extracting them, restarting the computer, but no luck. I noticed some sort of event is going on, could this have any connection?

sounds/looks like you have a video card issue. if it happens during character creation or choosing a toon its not a UI issue its a video card/driver one.

I'm sorry, I should have done this before I posted... I just did a clean reinstall and it fixed the issue.
