Dagnor's Cauldron skellies gone wild

I remember on Live circa 2004, I could safely run thru DC with invis, as long as I didn't try to swim. Swimming was risky, since an undertow skeleton could get me.

However, on p99 I was surprised to find out that a bunch of undertow skellies wander around the hills each time I pass thru. They seem to like the area between the "friendly NPC camp" and the tunnel to BB.

Is this a classic feature or a bug?
