Dispel not working well/right?

I just cast cancel magic 3 times on a mob that only had root on it. It still did not dispel the root. Just seems wrong... And no, it had nothing else on it. i pulled immediately when it spawned and is was a non caster mob with no nearby casters buffing it either.
