HOw should i go about twinking a monk

so im looking to go back and try my old monk who is a level 22 iksar ,who is currently naked because i sold all of his old gear a couple years ago, so im wondering what gear i should get him for 10-15k plat, as well as if i should pick up this 22 monk or just start a new lvl 1 monk.
