Wizard level 39-44 and 49 nukes - Only sold in Erudin?

Is it suppose to be like that or should you be able to buy them at other Cities as well? You can't even buy them as a DE for example due to faction.

Conflagration
Rend
Markar's Clash
Force Strike
Frost Storm
