Quest Issue: Shaman Cudgel issue

I am a Troll Shaman and I just completed the Iron Cudgel of the Clairvoyent quest. I handed the three different skulls and my cudgel to Hierophant Oxyn, but did not receive my Iron Cudgel of the Clairvoyent, like I was supposed to. Any help would be appreciated.

Just wanted to give a a little more info and an update. As a Troll Shaman, to receive my first Iksar Shaman cudgel, Iron Cudgel of the Petitioner, I completed the quest titled "The Penance" and Hierophant Zand granted me the cudgel. Woohoo! Just for fun, I attempted to accomplish the next quest, to get the Iron Cudgel of the Clairvoyant. After I obtained all three named skulls, i went to turn them into Hierophant Oxyn and he kept everything.

On 3 Feb 18, I re-accomplished the Penance quest, but when I gave the book and filled bag to Hierophant Zand, he kept them. So there is definitely something wrong.

I feel that if faction were the issue, then I never would have gotten the first cudgel, like I did, so maybe that was the quest glitch? If so, I would also like to know that.

Overall, as a long time EQ player (since original Kunark) p1999 has been great, so thanks for all you do.

Hierophant Zand currently has no faction requirement for the Penance quest. (should he?)

After investigating this, I see you turned in a ragged book instead of rites of exoneration. This is why Zand didn't complete the penance quest.

The cudgel of clairvoyant quest does require faction - amiable or better. Are you amiable or better?

Thanks for looking into this.. I didn't know Iron Cudgel of the Clairvoyent quest required amiable faction or better. I am definitely not amiable to the Iksar Shaman guild masters.
