Requesting help with ping issue

So before I had any issues I was on avg of 220ms ping. The issue arised after I started downloading several games on steam when I had EQ p99 opened. Now after that I'm experiecing avg ms ping of 360~ms. I was able to get it back down to 220ms~ avg but that is with the help of VPN. It's weird to me that my in game avg ping jumped to 360ms after downloads and that VPN gets me back to my normal. Currently with 360 ping I'm getting close to 1-2 sec delays from all actions and my norm of twisting 4 songs on a bard is impossible.

I've tried resetting my internet, router, settings all to no avail and I've also changed my DNS to 1.1.1.1 and 1.0.0.1 to no avail.
