Keywords not working with NPC

I am in Halas and the npc keywords dont seem to be working. Just wondering if Im doing something wrong. He says {new to Shamans o' Justice] but when I type in "new to the Shamans o' Justice it doesnt work?. Thanks for the help

In some cases you need additional keywords. In this case you could try "I'm new to the Shamans o' Justice".

Many quests work by simply prepending who, what, where, or why in front of the keywords.

And then there are a lot of quests that aren't actually implemented, because they are the "Newbie Armor" quests that were added much later. Unfortunately the quest text can still be a bit misleading.

*edit* Note that there are I'm sure a lot of un-added quests with the "[bracket]"s, but the ones I've always come across are the Newbie Armor quests.
