Default can mobs use defensive skills while stunned?

Can mobs use defensive skills like block, dodge, etc. while stunned?

I'm a paladin and constantly trying to keep mobs facing me and away from other dps melee classes so they can avoid these defensive skills. Wondering if I should be concerned about drawing aggro before stunning a mob, or whether it doesn't matter.

Flash of Light much cheaper on mana and much more aggro.

I do use stun to draw aggro of course, and flash of light when the situation calls for it.

But still I wonder... when attacking the front of a mob, are they able to dodge/block/riposte/parry while stunned?
