Quest Issue: Shmendrik Lavawalker

Shmendrik Lavawalker in Lake Rathe for the cleric epic doesn't seem to be spawning correctly. It is supposed to spawn every 3 hours, but I just sat at the camp 6.5 hours and it never showed.

Patch Note: Respawn timers that fall within the last 15% of a window will now be extended by a random amount up to 24 additional hours, repeating accumlatively until the window is under 85% for total potential spawn time. This currently applies to all mobs who have any variance at all, but will be adjusted next patch to only include mobs that have a minimum base spawn of 2 days or more.

That patch shouldn't have applied to this mob, but apparently has due to the +- 15 min variable.

Yeah, was kinda hoping a friendly guide/GM might force pop him because it's been 3+ hours and there are a few of us starting to stack up at the camp.
